With the majority of the Soviet Union viewing the coup of Ahmet Zogu coup as illegitimate and in violation of International Law with diplomats protecting at the League of Nations, the British and French were also concerned with the Albanian situation, but mostly with keeping it out of Italian hands, which was why they backed Zogu, as long as he would oppose Italian ambitions. Local Albanian socialists and communists found shelter in the Soviet Union, as well as Yugoslavia and Greece alike. Secretly some of these overall socialist and communist guerrilla, partisan and rebel groups in Albania, who mainly concentrated along the Yugoslavian and Greece border regions and mountains. The Comintern therefore officially backed Albania diplomatically, but unofficially did so much more directly, including sending arms, ammunition's and volunteers to the Albanian Comrades. The so called Albanian Revolution therefore began, while the Soviet Union itself tried it’s best to invent and advance their own Eastern Block without simply copying and surpassing the Western Powers, as they had done in the past. To do so some more isolated towns and research facilities were needed with most of them being build in Siberia, with new roads and railways needing to be build to most of them, as they were rather isolated. At the same time to combat and beat the Western Imperial Colonial Powers, by introducing the Five Year Plan to further modernize farming and industries in the Soviet Union. While Sweden gains a right-wing Foreign Minister in Ernst Trygger, Meanwhile in China, the democratic, republican, national, Kuomintang and other rebels declare a United Front against the Chinese People’s Republic, declaring their new leader the Generalissimo, in opposition to the Chairman or Empire of the Chinese nation states they rivaled. Meanwhile, with the establishment of the International Red Cross Movement, some in the Soviet Union fearing potential Western and Christian influences and symbolism by it call for the creation of a similar organization for the Soviet Union and it’s allies that is completely under their own control.

As you know, lacking any urgent matter requiring our full Presidium to deliberate, I have taken the initiative to sponsor a Fact Finding Mission in our chinese comrades' People's Republic.
The situation is currently manageable, but there's risk of escalation. All evidence points to the recently-declared and euphemistically dubbed "(rebels') alliance to restore the republic" to have not simply proclamed, but materially succeed, in rallying at least a significant plurality of previously indipendent counterrevolutionary cells, factions and warlords. For now, their practical territorial control is minimal, but our Committee and indeeded the Zhongguonese Ministries agree to estimate a much more expansive infiltration of society. A much graver spread of counterrevolutionary thought.
As such, it is this mission and our chinese comrades suggestion, that a counterinsurgency aid package be assembled and proposed to Premier Wang.
While Zhongguo has been embroiled in its own modern Civil War longer than the territories of the former Tsarist Empire, and as such our comrades have become well versed and experienced in the ways to wage and win such a scenario. It is for this very reason that we have come to the conclusion, such a dispatch of not just requested material, but also advisors and even troops, would be mutually beneficial. For it offers an opportunity to learn much from eachother, like true equal comrades in arms.
While they have gained far more experience in the crucible of civil war than us, right now the Civil War is for all intents and purposes, over. Won. Now is the time to cool the ashes, smother the embers, ensure lasting peace and stability afterwards. This is a matter, Soviets have successfully solved through trial, error, sweat and blood. Pains we have a duty to ensure the Zhongguonese do not suffer.
As such, even before weapons and veterans, our main form of aid should come as precedents, analysis and advisors. All centered on the choices and bright minds that made the post-war pacification possible.
Next, anticipating the advice and conclusions of our own minds, the logistics to supply the metaphorical carrot and sticks will have to be worked out. On the carrot side, they will likely be foodstuff to quell starvation and subsequent unrest as the fighting ravages the countryside, industrial goods to raise standards of living and the peoples' support, medicine for ordinary or unrest-specific bouts of illness. As well as a flux of knowledge and training. The likes of bureaucrats, scientists, engineers, technicians, farmers, if Soviets traveling to China to direct projects there. If Chinese traveling to us, to train to the latest standards. As well as both, bringing in on-the-ground experience and knowledge.
On the stick side, a force of veterans of our own Civil War armed with the latest weaponry, including artillery, armour, riverboats and airforce; law enforcement militias; and of course, NKVD agents; should be assembled to aid in the more... unsavory aspects of counterinsurgency. They shall be placed under Chinese command, at least at a strategic level, and bring in firepower, doctrine and of course, a resistance to infiltration, uncommon in Zhongguonese own forces. Perfect to crack the most conventionally resistant of rebel strongholds, or securing critical assets or cities from counterrevolutionary infiltration or sabotage.
This will be a great opportunity with extensive ramifications in the long term, as well. It will allow to gain new experience in logistics and counterinsurgency, to test new weapons and counter insurgency doctrines, to better integrate our and Zhongguonese forces as the United Vanguard of Global Revolution. And finally, be an excuse to upgrade our infrastructure towards China, and integrate our economic, civil, political spheres. Ensuring lesser friction in the future.
As for the other item on our agenda, the question of the spread of the Red Cross worldwide but also in the USSR, I propose a compromise. We shall allow the Red Cross to operate in Soviet territory, but Impose they tone down religious undertones during Soviet operations. We shall suggest our comrades to do the same. We shall lobby the Internationale to create its own Medical Aid arm, one that will then approach the Red Cross for cooperation inside and outside our borders. This all will allow us to maintain our imagine as collaborating out of international solidarity. All the while, we will begin infiltration of the Red Cross structures, as well as a propaganda operation to attempt to gain sympathisers among their ranks. Ones that could well return home in their bourgeoisie states, and become part of our comrade movements there.
Finally, since I mentioned medicine, I suggest particular care be given to study and replicate Western practices or substances.

While the Turkish changed their Arabic to a mdoern Latin-based Alphabet, indicating a closing in of the Turkish Nation State to the Western Nation States of Europe, sparking a debate in the Soviet Union of Cyrillic Script Russian Alphabet should be furhter reformed and changed, either to become more Western, or to make something up for the modern multi-cultural, multi-national, multi-religious and multi-lingual Soviet Union that would wash away this last remnant of Imperial Russia and create something new and unifying as well. While in the United States Herbert Hoover wins the presidential election, the Workers Communsit Party under William Z. Forster and Benjamin Gitlow who had belived the Great War showed the next Imperialist War would turn into a new Civil War and bring the worker's revolution to the United States, as well as the Socialist Labor Party under Verne L. Reynolds and Jeremiah D. Crowley, who morned the loss of their original candidate, Frank Johns, who had drowned in the early campaign attempting to save a young boy out of ariver. Now he was healed by the Left Coalition as a showchase of a true man, a true socialist labor and a true communist worker, who stood for the people, the masses and was willing to risk his own livelyhood and live for them in opposition to the Capitalist Imperial system the Untied States was curretnly run by. The third coalition partner was the Farmor-Labor Party under Frank E- Webb and LeRoy R. Tillmann, but even together they managed to get only 1,86 percent of the vote. In the End Republcian winner Herbert Hoover and Democratic candidate Al Smith from California and New York proved the United States were stil a two-party majority system for now. Parts of the election campaign had been driven by Anti-Catholicism wich called the followers of the Pope un-American, especially among the still strong Ku Klux Klan. While the novel The Well of Loneliness by Radclyffe Hall is hated by newspapers for it's theme of lesbian love, the Australian Federal Election saw a huge loss for James Scullin and the Labor Party, as the Nationalist and Country Coalition govermnets expands it's majority under Stanley Bruce. At the same time Mickey Mouse, released for the third time, but this tiem with sound in Steamboat Willie is a new milestone.

No major vote here this week, overall things are allready better for left-leaning parties, but not massively or majorly in most parts - yet.

Well in theory most stuff would be translated over time, but you make a good point that any such large scale reform must be slowly integrated over time following a dual system for it to work without anarchy and chaos.
