Lots of people have said that Rush Limb galvinized the conservative movement after Clinton took office in 93. Without Rush, does the GOP win Congress in 94?

No. The whole so called conservative 'movement' at the time was Limbaugh's sore...er.."ditto" heads, not real conservatives, but mostly bigots, religious fanatics, and flat out unreconstructed fascists, with an overlay of highly intellectual reactionary pundits, these being led by a guy who sounded like Bill Buckley on speed and looked like a blonde Adolf Hitler.

Had Gingrich not hooked onto the Rush rising star and vice versa it would have been "god, thats' NOT a hairpiece??? .." and/or "...isn't that a sexless lizard?"

Look at how the Gingrich/Limbaugh conservative "movement" began; in 1987, when the Fairness Doctrine was overturned and it became legal for rich media owners to use government granted monopolies of the public airwaves to propagandize their viewpoint, and tell everyone not fortunate enought to own a radio station to get stuffed. Look how it ended, in 1998, when the disgraceful record of Gingrich's Goons at paralyzing the govenment when it wouldn't go their way, and then trying to overturn the Presidential election with trumped up "scandals" finally showed people what the Contract on....er...with America was really all about.

Agreed. Even without Limbaugh, there's still Bob Grant in New York, Glenn Beck in Philadelphia, ect. Although one could easily argue that Rush was an early rallying point for the far-right base that now dominates the GOP.

A better POD, BTW, for a Republican failure in 1994 is to have Clinton succeed with health care reform, which was blocked by the Republicans, fair-wether Democrats, and a massive reaction from the health care industry.
