Maximum Monarchies Challenge

Your challenge, should you decide to accept it, is to have every country in Europe outside of the former USSR be a monarchy.

The Rules:

POD must be after 01.01.1900

Grand Duchies and Principalities and such like are counted as monarchies.

Switzerland and San Marino are excluded on grounds of historical precedence.

The Ottoman Empire/Turkey is optional given most of it's landmass is in Asia.

You are allowed a maximum of three exceptions of your own choosing.

Points will be given on the basis of creativity, plausibility and number of countries with crowned heads of state, so for example a surviving Austro-Hungarian Empire gets you one point separate kingdoms of Austria and Hungary get you two.
 
The German-AH-Ottoman Empire alliance wins World War I because either Britain or America or both don't enter it.

In 1919, Germany threatens to fall to the red menace, but doesn't. The USSR is never concieved, instead, the Russian empire balkanises. To Germany's east, there are several puppet kingdoms/empires with Hohenzollern branches as their heads of state (up to Ingria, a Duchy of Crimea, Ukraine, and Belarus).

France is veritably humiliated in the Treaty of Sanssouci-Bellevue, and goes fascist (or communist, this is not that important) in the 30s. But better fascist... It is not quite Nazi, and instead of the Presidency (which had turned into a de facto monarchy already in the latter years of the Tours Republic), a real monarchy is established. The same is done in Spain, Portugal, Greece, and Italy. Austria-Hungary balkanises into several smaller kingdoms (Bosnia, Serbia, Montenegro,...), and then, World War II erupts between constitutional democratic monarchies and constitutional *fascist monarchies.

After the democratic monarchies have won, all the fascist monarchies are allowed to keep their monarchs, but must democratise...
