Basically I want to ask; how does Kitchener rate with other 20th Century military figures? Does he rank with the best of the modern commanders or is his a relic who was out of place in a modern setting?

He is much more relevant in the XXIst century. He basically wrote the book on hardline assimetrical warfare.

New Army, on the other hand, may have been militarily necessary, and was a propaganda masterpiece, but on the other hand, ideas such as the Pals battalions had a less positive effect in the long run.
