AHC/WI: A different Overland campaign

One of Grant's plans for invading the CSA was to march 60,000 men from Suffolk to Raleigh, N.C and then to Wilmington. The 60,000 men would partially live off the land and put African Americans into union hands. However, Grant suggested that a large force on the Potomac river was unnecessary and thus it was rejected since Lincoln was worried that it would put Washington D.C at risk.
