AHC : US Presidential election - 58 to win

Rumsfeldia, House of Cards ... Fiction made me wonder how easy it is, theoretically, for someone to win a presidential election with a minority of votes.

When I look at the way a hung electoral college sends the election to the House where one must win over 26 state delegations, I took a look at the states on the map, the 26 with the least representatives.
Counting them as per the current apportionment, these are those with from 3 to 8 representatives and totalling, if I didn't mistake, 77 representatives. And since it just requires a majority of the delegation to win over the state in the house, that makes that a candidate can win, theoretically, the presidency with only 58 votes, 58 out of 435.

How would you create the situation where it comes to this, even though I personally think of it as an ASB possibility?
