Should the new government coalition (whoever it is) pursue liquid democracy at local levels in Russia?

No, just pursue participatory budgeting, it's much safer and workable than liquid democracy. Korea recently passed a national law which obligues every municipality to apply participatory budgeting. It basically just means that there will be a bunch of yearly councils (Soviets) to decide part of the yearly budget priorities in every municipality. This way you make people trust more in the system, forces local governments to be more transparent about public spending and all of this without radically changing the way representation and local governments operate. There are studies proving that participatory budgeting increases allocation of funds to education and health.

This way we can give a breath of fresh air to our system without risking too much with an overly ambitious reform. Russia is a very large country and the descentralized aspect of the idea actually argues in it's favour, considering the details of the institution are to be written in municipal laws more suited to each locality.

Most governments have done good work in stopping drugs; controlling them doesn't mean legalising them; we can monopolise on their production and distribution, but all this can be done with an ironclad, no-nonsense system. If nations like El Salvador can end their gangs, surely we can do something about the mafia. We can have our own war against drugs and crime. People always dream of legalising them, but there is a reason why almost no one actually does.
People connect these things with freedom and liberty, which they're not.

I mean, yeah, it worked well here in Canada.

B.). No, All these theories are just theories, there is no real world big scale application of them. We are getting result from tried and tested system , so there is no need to change things atleast for some decades.

I have the same reservation, but a different conclusion:
A) but at the smaller level with smaller municpalities. So that in a decade you'd be do this at an oblast level, in 15-20 at the state level. And maybe some day at the level of the whole Union

That probably sounds like a good experiment for us to try out to see if it succeeds in promoting more accountable local government.
 
I vote no, as it would weaken the central government, and potentially lay the seeds for secessionist movements and provide opportunities for our enemies to take advantage of.

So FYI folks, I've updated both statistical updates based on a discussion with @panpiotr - warning, you might see some spoilers for the future in there if you compare them with the OTL numbers:

I also took the liberty to use a country I find a close match to what we want the Union State to be as a template, to create a more specified Federal Budget (another reason why I had to update the numbers before). I did remove some money from debt, and added it to the Ministry of the Interior Building and Community, Ministry of Transport and Digital Infrastructure and Ministry for Education and Research. So even if you should recognise the country, it's not a 100% match. And obviously, we already adjusted the military spend, so that is different too (and all others have been adjusted to match). Enjoy!
