A better regulated offshore industry 1990ish-2010

OK let's say back in the 1990s, Bush Sr. or Clinton pushes for better regulation of offshore drilling. Odds of it succeeding is probably slim due to regulators being "cozy" with Big Oil but suppose it does succeed, the current castastrophe would probably be prevented?

There'd also be less investment, and the profits would be lower for such risky ventures.
 
Think there are probably enough regs. It's a human endeavor and human beings make mistakes no matter how many rules you put on them. Some times the mistakes are huge! Anybody see that 60 Minutes piece on the BP mess a week or two ago? I heard it was really good at showing there were plenty of warnings that something was going badly wrong and execs on the spot overrode the engineers. Is that right? This happens right after the US government gives them awards for how they're running the rig. Right now I think regulations are hampering the clean up of the mess too.
