This is gonna depend on some congressional debates. Some people (especially democrats) donāt want any more black people in the country. Plus Haitians are a whole different culture some politicians are scared to see more non white people in congress. Ones that donāt even speak English as a first language. A white supremacists worse fear.

Could Haiti be merged into the Dominican state? That way, theyād not see increased Black influence in the senate at least, which might prevent the worst contentions if Haiti is annexed?
That is a solution that will be pondered. It would be easier if it were a territory. But The State of Dominica will have a thing or two to say. Dominicans and Haitians arenāt well known for being friendlyā¦ itās even worse ITL.
Is it possible for this to end quickly an independence war, and maybe an apology from the United States. Wouldnāt the African Americans oppose this war on principle, and fillbuster any attempt to annex the nation? It doesnāt seem okay that the United States is becoming worse with a second trail of tears. As if the first one wasnāt bad enough. Also what exactly will this lead to? A second native state?

In terms of the natives the Republicans want to clear out all the land that is becoming new states. Native-American tensions have gotten worse even from OTL, the plan to to Centralize most of the reservations in the hot and āuselessā southwest. Out of sight out of mind, then relocate them slowly into Sequoya with State support.
In the long term at least they have a state that was made just for them and ensures political representation in some way due to their concentration there and dominance over its politics.
They will always have a senator or two if they are lucky. Unfortunately Sequoya also has a large white southern population, so Democrats regularly cause some problems. The political and system there was kinda built up to minimize the majority native voice.
Plus that state is also being drilled for all its worth by Standard Oil and Black Gold, with very little going to the fledgling state government.
The hope is that if more natives go into the state then some problems will be balanced out, but that Ignores that all of these natives are separate peoples, with separate cultures and separate languages.

Seriously though Grant is a second Andrew Jackson. Itās extremely evil of him to move people out of their native lands just to prop up one native state no one asked for. Theyāre not even given a second state. They also are asked for neighbors on both sides they donāt want. I donāt know this timeline has gotten extremely dark. Even William T Sherman wanted to stop abuses against them on the reservations. Now Adolf Grant broke whatever last treaties that have been signed. The natives have no reason to work with the government.
The next few chapters may be tough then Iām afraidā¦

ITL, itās been an RNC plan to do this for over a decade, ever since the Sequoya plan went into action. It also is massively supported among the non native people of the plains.
Many of those āTreatiesā from our timeline are even more watered down, some are simple white peaceās. Republican presidents tried to simply hold natives in place and give themselves legal outs in the treaty āto move them wherever at an undisclosed dateā. The Indian wars in many ways were worse.
Sheridan wanted to do this back at the beginning of the 80s but ironically the Liberals were against it. (They still are) though their reasons are less humanitarian and more economical and practical. (Populists, radicals and progressives are some of the only people making the humanitarian argument).
Either way Grant is certainly not off the hook. He couldāve gone the Garfield path and opted to postpone the plan until it became irrelevant but he unfortunately did not.
